Project Overview:
Border 3D geomodel is a cross-border cooperation project between the Latvian Geospatial Information Agency and the Estonian Land and Spatial Development Board. The project addresses the need for accurate and consistent geospatial information about the Estonia-Latvia border area.
The project will collect aerial photographs, laser-scanning data and ground measurements within an approximately two-kilometre zone on each side of the border. The collected information will be used to produce high-resolution orthophotos, point-cloud datasets and a joint 3D geospatial model.
Project Objective
The project aims to create a high-accuracy 3D geospatial model of the Estonia-Latvia border area using aerial photography, laser scanning and ground measurements. The resulting model and datasets will provide consistent cross-border information for public authorities and other users in Estonia and Latvia.
Key Activities
- Preparation of the legal, organisational and technical arrangements needed for cross-border aerial surveys.
- Joint planning of aerial data collection and the installation of ground-control points.
- Harmonisation of aerial data collection, processing and 3D modelling methods.
- Collection of aerial photographs, aerial laser-scanning data and ground measurements in the border area.
- Processing and joint quality control of the collected geospatial data.
- Production of high-resolution orthophotos with a resolution of approximately 10 centimetres.
- Development and piloting of the joint 3D geospatial border model.
- Development of a joint method for integrating aerial survey data into a 3D model.
Expected Results:
- A jointly developed 3D geospatial model of the Estonia-Latvia border area.
- Piloting and validation of the 3D geospatial border model in the cross-border area.
- A jointly developed methodology for integrating aerial survey data into a 3D model.
- High-resolution orthophotos and aerial laser-scanning point-cloud data for the border region.
- Harmonised geospatial information available for authorities and other users in Estonia and Latvia.
- One jointly developed cross-border solution taken up by the participating organisations.
