To recover the password, please click 'Forgot password' from login page, enter your email address and click 'Email reset link'. Email with link to reset password is sent to you.

In the Dashboard, under Call list, choose available call and click on the Apply button. Provide Project acronym (abbreviated project name for easier reference) and click Create project application

Preparation cost lump sum can be inserted under section E. Click + Add button and choose Preparation costs as a lump sum. Allocate the lump sum of 6000 € to the lead partner and save the changes.

Already registered users can be invited to collaborate on the application form. There are three options:

  1. View - User can see all application from sections but cannot make any change
  2. Edit - User can modify/fill in the application form
  3. Manage - User can modify/fill + set the application form privileges for users

As soon as project is marked as approved (after fulfilling conditions or without conditions), Contracting section appears. Project managers have to upload the signed partnership agreement and subsidy contract into this section and insert the partnership agreement date into force into the relevant field.

Second step is to fill in the project manager, finance manager and communication manager contact fields.

Third step is to fill in the Lead partner details section with beneficial owner (for those who have the obligation), bank details and the actual location of documents are stored.

Please keep contacting section up-to-date, i.e. as soon as some details change, please update the contracting section. Subsidy contract changes are inserted by the secretariat.

There are two sections in project privileges:

  1. The Application Form users/ project managers are allowed to view/ edit the application form changes and all of the contracting section. Special privilege of 'manage' allows to make project privileges changes. User rights in this section also enables to view/edit project reports.
  2. Project partner section that appears only after the project is marked as 'Approved', gives user rights for contracting and partner reports collaboration. Users assigned here with the rights view/edit have access to only their dedicated section. 

Sensitive data flag: Users with active flag are able to mark and view sensitive data in the List of expenditures and Procurement section in Partner reports. 


Jems can be configured to forward notifications to your e-mail account. To do this, please:

  1. Choose your Jems user account from the top-right corner.
  2. Mark the field "Send notifications automatically to my email".

Once you submit the partner report to the Control Body, it will not be reverted for any changes. Please make sure you have filled all the required text fields, reported all costs, and uploaded/zipped all cost documents before submitting the report.
After submission you can only upload additional files in case requested by the controller.
To upload additional files during control work, please :

  1.  Open controller work from the partner report
  2. Upload file(s) to control documents

You can delete uploaded files while the controller work is ongoing. After the partner report is certified, no deletion is possible any more. 
The costs that were not included in the submitted partner report can be added to the next report.


All cost related documents (invoices, contracts, lists of participants, pictures, and other for audit trail) must be uploaded to the expenditure. To the expenditure line, you can upload only one file, so make sure you zip the files in case you have several files for one line. You may need to zip and upload one file several times, as the same evidence can apply for several expenditure lines.

The only files that can be uploaded separately under “Report annexes” are photos of the A3 poster that you have permanently in your office/working premises and the printout of the “grāmatvedības sistēmas izdruka”/”pearaamatu väljavõte”.
 

Please note that you must choose “Both” for the type of the project report.

  •  The project closure report must be submitted by the lead partner. It should address the result indicators that were not achieved by the end of the project and were not reported in the final project report.
  • Note: projects are required to report on the achievement of result indicators for up to one year after project completion.
  • The deadline for report submission is within 10 working days after one year from the project completion date. The report must be submitted via the joint electronic monitoring system (Jems).
