The programme logo
One of the key requirements for project visibility is to always provide a clear statement about the Programme co-funding of the project. In most cases this means inlcuding the Estonia-Latvia programme logo in a visible manner on documents and communication material related to the implementation of the project intended for the general public or participants of project activities.
The Programme logo is the most important distinguishing mark in notifying of the use of programme funds. Please note that the design of the logo has peen updated for programme period 2021-2027. The digital files of the logo in different formats are included in the visibility Toolbox.

Latest updates include more specific explanation about displaying a durable billboard or plaque (Chapter 4.3):
"When the total project budget is over EUR 100,000 and the project involves physical investment or the purchase of equipment, a durable billboard or plaque must be installed as soon as the physical investment or the
purchase of equipment starts or purchased equipment is installed."
Please pay attention to work with the latest version of the Programme Visibility Guidelines.

1. Standard logo (ideal use)
- The standard logo is the full colour version.
- Ideally the logo should be used on white or light backgrounds.
- A clear space must must remain around the logo. Within this area, no other graphic elements of logos may be placed. See the explanation in chapter 2.2 of the Visibility Guidelines.
2. Application on dark background
- The logo needs to be placed on a dark background, it must be in a white rectangle.
- The size of the white rectangle must be in line with the explanation about the requirement to leave a clear space area around the logo in chapter 2.2 of the Visibility Guidelines.
3. White & Colour logo: Alternative for dark backgrounds
- When using a white background box is not possible due to space restrictions, context, or because it would cover an important element of the background image, you may use a white & colour version. In that case, the logotype, EU emblem border and statement must be in white as shown below on the examples.
- A clear space must must remain around the logo. Within this area, no other graphic elements of logos may be placed. See the explanation in chapter 2.2 of the Visibility Guidelines.
4. Monochrome logo use
- For single colour reproductions, when absolutely necessary for printing or specific usage in a document, a monochrome version of the brand should be used.
- This version should only be used whenever full colour is not available.
- A clear space must must remain around the logo. Within this area, no other graphic elements of logos may be placed. See the explanation in chapter 2.2 of the Visibility Guidelines.

The Visibility Guidelines of the Estonia-Latvia programme are in line with the Interreg harmonised branding.
When total project budget is over EUR 100,000 and the project involves physical investment or purchase of equipment, project partners must set up a plaque or billboard. This needs to be done as soon as the physical implementation of the project involving physical investment or the purchase of equipment starts or purchased equipment is installed.
More details about the required information for billboards or plaques can be found in the Programme Visibility Guidelines.
Below are some examples how billboards or plaques can be designed. Keep in mind that the recommended minimum size of the billboard or plaque is A3. However, depending on the context of the physical investment or equipment purchase, durable billboards and plaques must be of a significant size to ensure readability and visibility.
1. Example of an information stand
The photo illustrates how the compulsory visibility requirements can be incorporated on the infostand. In this case, a separate billboard or plaque does not need to be installed at the location.
2. Example of a plaque stating what has been co-funded by the Programme at this location
This example demonstrates improvements made to parts of a hiking trail with investments from the Programme (e.g., installing ramps to improve accessibility, rebuilding trail roads to make them wheelchair-accessible, and including tactile trail maps for the visually impaired). A plaque detailing the work carried out at this location is attached to the visitor centre of the hiking trail.
To ensure higher visibility, additional markings have been added to the trail posts. QR codes are also used to provide more information about the project and the specific activities.
3. Examples from 2014-2020 programme period
The illustrative photos below are just examples to get an idea how objects are marked.
Make sure to follow the Visibility Guidelines for the current Programme period 2021-2027.
Visibililty and communication requirements are nothing new or specific to Estonia-Latvia programme. These key elements are integrated to all programmes dealing with EU funds with the overall aim to make it more recognisable how and where EU money is spent and to show how different project activities help implement EU policy goals and priorities.
The obligations of the beneficiaries regarding visibility and communication are set in:
|
Visibility and communication rules and obligations have been fixed in the EU legislation, but it is also important to keep in mind that in any case visibility and communication activities help to successfully implement the project and reach the target group.
European Commission has compiled a publication to support managing authorities and project partners with the visibility requirements.
While all these requirements have been integrated into the Visibility Guidelines of the Estonia-Latvia programme. Project partners may find additional useful information and suggestions about following the visibility requirments.
For example you will find more information about setting up billboards or plaques in chapter 4.1 in the visibility kit. The chapter provides some design suggestions and lists the main elements which should be placed on billboards or plaques.
Please note that while the support kit explains the principals of communicating EU support with shared visual identity. You are obliged to use the official logo of the Estonia-Latvia programme on all communication materials.
Interreg harmonised visibility suggestions
To raise awareness and visibility of European Territorial Cooperation (Interreg) programme, Interact has produced the harmonised Interreg brand and Interreg Brandbook which has been used as basis for the following visibility suggestions.
Icons for the policy objectives for the 2021-2027 period
The European Union has defined 7 policy objectives for the 2021–2027 period. These are represented by an invariable system of colours and icons to be used across all programmes and projects whenever these objectives are communicated. As the Estonia-Latvia programme supports projects under four of these priorities, then we encourage you to use the icons for P1 - Better Governance, P2 - Smarter Europe, P3 - Greener Europe and P4 - More Social Europe.
