Programme area

The programme area is situated in the northern part of Europe, on the north-eastern coast of the Baltic sea. In the east, the programme area extends as far as the EU's external border with Russia. The Programme area includes the following NUTS III regions within Estonia: South-Estonia and West Estonia; and within Latvia: Kurzeme, Pierīga, Rīga and Vidzeme.

Did you know that: 
  • The total area of the programme covers
    65 968 km( 26 668 km2 in Estonia
    and 39 300 km2 in Latvia). 
  • Estonia and Latvia share a 343 km-long land border and a 214 km-long sea border.
  • The Programme area has a joint maritime border and a joint coastline of 1139 km in the west, including 1418 islands and islets. 
  • Approximately two million inhabitants live in the Programme area, of which 0.5 million are on the Estonian side and 1.4 million on the Latvian side of the border. 
  • In both countries, most inhabitants live in urban areas. The two largest in the Programme area, Rīga and Tartu, account for approximately 0.7 million people.

The projects supported by the Programme must involve at least one Estonian and one Latvian partner and the project activities must bring benefit for the Programme area. The monitoring committee may in duly justified cases approve projects with Estonian or Latvian partners from outside the programme area in case their participation is necessary for the successful implementation of the project and their activities are targeted to the benefit of the programme area.

Please note that there are limitations in some programme priorities regarding the location of the project partners.

In Estonia the counties included in the Programme area are Hiiu, Jõgeva, Lääne, Põlva, Pärnu, Saare, Tartu, Valga, Viljandi and Võru. In Latvia regions included in the Programme area are Kurzeme, Pierīga, Rīga and Vidzeme.
