About the Programme
The Estonia-Latvia Programme is a cross-border cooperation programme that is implemented under the European territorial cooperation goal (Interreg). The programme carries on the cooperation relationship between Estonia and Latvia, which started during implementation of the Estonia-Latvia-Russia INTERREG IIIA Priority within the Baltic Sea Region INTERREG III B Neighbourhood Programme in 2004 and the Estonia-Latvia programme 2007-2013 and 2014-2020. It is funded by the European Regional Development Fund (ERDF), the Republic of Estonia and the Republic of Latvia. The ERDF is one of the EU Cohesion Policy funds.
In the period of 2021-2027, the European Regional Development Fund (Interreg) finances the Estonia-Latvia Programme with 26 million Euro. The Programme has four priorities that support the implementation of the strategic goals of the European Union.

Programme Management
- The Estonian National Responsible Authority of the programme is located in the Estonian Ministry of Regional Affairs and Agriculture and the Audit Authority is located in the the Estonian Ministry of Finance.
- The Managing Authority and the Joint Secretariat (JS) are located in the State Shared Service Centre. The JS provides information to potential applicants about funding opportunities and assists project implementers.
- The Latvian National Responsible Authority is located in the Ministry of Smart Administration and Regional Development.
