Project Overview: 

The project focuses on piloting drone-based infrastructure surveillance in Tartu city and Valmiera municipality based on commonly agreed criteria and requirements. Pilot activities will be carried out, and a common solution will be completed based on the results of these activities.

The main outputs of the project include a solution report compiled based on test flights, a jointly developed strategy and action plan for the development of drone-based services, and eight common ecosystem-building events. The main beneficiaries of the project outputs are the municipalities of Valmiera and Tartu, as well as other municipalities of Southern Estonia and Vidzeme.

Project Objective:

The objective of the project is to pilot drone-based municipal infrastructure surveillance services in Tartu and Valmiera and to develop a common solution based on the pilot activities.

Project Activities:

Both partners, in cooperation with the municipalities of Tartu and Valmiera and external experts, will pool their knowledge and experience in drone technology, data analysis, and infrastructure surveillance and management. This cooperation aims to develop more effective and efficient surveillance systems and to accelerate innovation, reducing the time required to implement new technologies and solutions compared to addressing these challenges independently.

The development of drone-based municipal infrastructure surveillance services will take place alongside the development of relevant regulatory frameworks and requirements in Estonia and Latvia. The project will contribute to the establishment of common regulatory frameworks and technical standards applicable to drone operations on both sides of the border. Harmonization will help eliminate potential barriers and ensure that drones can operate seamlessly across borders in the future.
