The State Shared Service Centre (Riigi Tugiteenuste Keskus) is a governmental agency under the Ministry of Finance with a team of 450 professionals. We provide essential support services to the Estonian state, including accounting, public procurement, document management, and the administration of the European Union support system in Estonia.

The Managing Authority of the Interreg Estonia–Latvia Programme is looking for a:

PROGRAMME EXPERT

As Programme Expert, you will:

  • Lead and coordinate the preparation of the Interreg Estonia–Latvia 2028+ programme.
  • Draft programming documents.
  • Contribute to the implementation of the current programme.
  • Work closely with partners from both Estonia and Latvia.

We are looking for someone who has:

  • At least 3 years of experience in planning and implementing EU programmes, especially cross‑border programmes (Interreg).
  • Strong skills in analysing legal frameworks and working with statistical and analytical data.
  • The ability to identify priorities, draw clear conclusions, and define problems and solutions.
  • Excellent writing skills and the ability to produce clear, logically structured programme texts.
  • Strong communication skills, including with the European Commission.
  • Excellent time‑management and self‑management abilities.
  • Excellent command of Estonian and English (including formal language).
  • Motivation to work in an international team.

Additional advantages:

  • Knowledge of EU budgetary period planning.
  • Previous experience in international cooperation.
