The main objective of these projects was to integrate the Valga-Valka central urban area and foster a sense of unity among the local inhabitants, considering Valga-Valka as a joint town. The key result indicator was the establishment of a shared cross-border urban area in the center of the Valga-Valka twin town, promoting integration and facilitating joint planning of Valga and Valka.
To evaluate the achievement of the result indicator, which focused on the "percentage of Valga and Valka residents recognizing Valga-Valka as a united town," the Estonia-Latvia Programme conducted surveys involving local residents. Surveys were carried out in 2018, 2021, and 2023, with a total of 417, 422, and 400 respondents respectively from Valga and Valka.
The baseline value in 2014 for this indicator was 21%, and the target value to be achieved by 2023 was 28%. According to the 2023 survey results, the percentage of respondents perceiving Valga-Valka as a united town exceeded the target significantly, with 50% of the respondents indicating that they consider Valga-Valka as a joint town.
