The aim of the second call is to find sustainable and innovative project ideas in the field of cross-border cooperation, smart and innovative entrepreneurship, environment and tourism. These topics fall under four priorities that support the implementation of the strategic goals of the European Union. The total ERDF budget available for projects during the period 2021 to 2027 amounts to €26,044,980, which is matched with public and private co-financing.
Project applications are expected under the following priorities:
1. More cooperating cross border regions and development of joint services
The aim of the priority is to improve and provide public services across borders by removing barriers through pilot measures. This involves promoting cross-border cooperation at the local government level, improving services in border areas, and increasing the capacity of relevant organizations. Additionally, there is a focus on exchanging skills between communities. Total ERDF support available: €2,216,224. 2. Jointly and smartly growing businesses
The priority focuses on enhancing the growth and competitiveness of small and medium-sized enterprises; increasing cooperation between research institutions, small and medium-sized enterprises, and the public sector to promote innovation and entrepreneurship; creating and strengthening international innovation networks and clusters and supporting internationalization. Total ERDF support available: €3,013,514. 3. Sustainable and resilient programme area
The priority focuses on promoting nature conservation, biodiversity, and green infrastructure, especially in urban environments; reducing pollution, as well as focusing on waste prevention in border areas and developing innovative and sustainable strategies for this purpose. Total ERDF support available: €7,754,308. 4. More accessible and sustainable cross-border tourism experience
The priority focuses on increasing the role of culture and sustainable tourism in economic development, social inclusion, and social innovation; joint development of sustainable and accessible tourism products and services based on the diverse natural and cultural heritage of the programme area, etc. Total ERDF support available: €2,392,105. |

Submitting Applications and Booking consultations
The Programme Manual* is the main guide to the applicants and project partners. It provides guidance on the process from the preparation of the application to implementation, monitoring, reporting and finalisation of the project.
Project applications will be submitted electronically via JEMS portal. Before submitting the project application in JEMS, it is recommended to use the self-assessment tool and test the suitability of the project idea to the programme. Also it is mandatory to book an individual consultation with the Joint Secretariat before submitting the project.

Virtual information seminar
For more information about the second call the Joint Secretariat will organise a virtual information seminar on 14 September 2023. The aim of the seminar is to introduce the priorities of the Estonia-Latvia programme 2021-2027, explain the requirements/rules and the procedure of submitting the project proposal via JEMS.
