Many challenges faced by Interreg Estonia–Latvia programme partners such as joint public services, cross-border mobility, labour market cooperation or environmental management are linked to differences in national legislation or administrative practices. The b-solutions initiative helps public authorities and cross-border structures analyse these obstacles and develop realistic, legally sound solutions.
Selected applicants receive targeted support from experienced experts, who work together with local and regional actors to:
- clearly define the cross-border obstacle,
- analyse the legal and administrative framework,
- propose practical and replicable solutions.
The support process is short and focused, lasting up to three months, and does not require co-financing.
Applications can be submitted in any European language and are assessed on a rolling basis.

- municipalities and regional authorities,
- Interreg programme partners and project developers,
- cross-border cooperation structures working in the Estonia–Latvia border area.
