Overview of SO 4.1 - Improved conditions for accessing jobs across the border
Partnership
Partners can be national, regional or local public authorities, public equivalent bodies, private enterprises, non-governmental organisations, sole proprietors, who are legally registered in the programme area and whose activities in the project are for the benefit of the programme area. For more information read the chapters 4.4. and 4.5. in the programme manual.
Output indicators
- New and/or improved services for job seekers and/or job providers.
- Participants in cross-border mobility initiatives
Maximum grant size and total available financing: 257 284.68 EUR
Examples of expected activities:
- Adjusting databases of Estonian job seekers and job offers for the Latvian market and vice versa
- Carrying out life-long learning and re-training activities
- Developing the (language) skills that are necessary for cross-border jobs
- Distant/smart work
- Local and/or regional initiatives (e.g. info services, fairs, and similar events that serve to promote cross-border employment)
- Raising the capacity of local and regional bodies, both public and private, that provide labour market and public employment services
- Internships across the border

Publicity guidelines
Publicity Guidelines inform you about the use of the programme Logo, requirements for reference to the funding of the programme and eligibility of costs related to the publicity of activities within the project. Costs related to the fulfilment of these requirements can be included in the budget of the project.
Application procedure
The project application has to be developed and submitted in the electronic monitoring system of the programme by 30 September 2019, 14:00. Please follow the eMS guidelines and checklist for completing the application in the eMS.

4. Latvian partners who apply for de minimis aid must submit the printout form from the system of Latvian de minimis aid registry. The printout can be submitted electronically.
5. Where the project activities include construction works or other works that fall under the regulation of the national building legislation, the supporting documentation has to be in line with the national building legislation. One copy of a full set of documents required under the national building laws, including building permit (ehitusluba/būvatļauja) must be submitted to the JS together with the application form.
6. Document „Justification of investments“ in the following cases and as described in the point 6.2.2. of the programme manual:
- Cost of a single piece or a set of equipment in one location exceeds 50 000 euros under the budget line “Equipment”
- Construction costs per object/location exceed 50 000 euros under the budget line “Infrastructure and works”
- A total cost per object/location under the budget lines “Equipment” and “Infrastructure and works” exceeds 50 000 euros
Consultations
Consultation before the submission of the project application in the eMS is compulsory. Project partners must consult about their project idea with the Joint secretariat at face to face consultation in order to fulfil the technical eligibility criterion as described in the chapter 6.2.2.1 of the programme manual.
